I need an electronic mapping software that i can mark up and add notes. i want to be able to pull maps of the world, NYC boroughs, NYC as a whole, and the US as a whole and individual states. Is there anything out there like that that i can buy for my computer?

I already have EasyGPS for transfering waypoints but am looking for a more rebust mapping tool where I can create waypoints on a USGS map… One that I can use to print for my trip as well as download waypoints from for uploading to my Garmin eTrex…
Any products work better than others? National Geographic (California), Delorme?, ExpertGPS… Do the smaller software packages require scans of USGS maps?
